Where you see competing forces, I see synergy, it doesn't make sense to sign two deals with the Chinese with opposed directions or competing with each other.
Regarding the establishment in Canada, you need to do some research in Canadian laws, the Chinese can not establish themselves in Canada by law, and even if they could, they still would need a partner who knows how everything works there and guide them trough the tons of mesh of bureaucratic requirements and procedures.
I was not on the process, but I'm inferring that from the long wait, delays and adjustments that were made. These deals are far more complex than they would look like to the untrained eye.
Regarding the "OVERVALUATION". That is a subjective perspective that you can't state as a fact, since from my perspective I could say this company is "UNDERVALUED".
