Banning circumcision is obviously only the first step.

The next would be to have doctor's report all men who have been circumcised and then force those men to have corrective surgery. (At their own expense of course -- no government or insurance money could be used.)

p.s., I have several ideas where the missing parts might be obtained but refrain from stating them for fear of offending republicans.
