Yep, it does sound damn crazy...

however, he definitely said $1 billion and, I forgot to mention, he also said something about the stock being worth $40. It sounded ridiculous and I kind of thought he was confused so I didn't include it. When it comes to military spending, even with some possible budget cuts, the numbers are possible.
