The letter is direct from TD Ameritrade.
Not made up or lie.
TD Ameritrade will NOT allow any BUYS - only Sells.

Here is another response (with phone#) per my complaint to them .
This is from the exact same guy at TD Ameritrade who told me tomorrow was the last day to purchase for PTEL divi-shares :
