The goal is to prevent DRIVERS from texting. The app certainly does that. It will keep passengers from texting, but if they are riding with friends anyway...probably not a need to text anyway. Bottom line...if you are a teen passenger and your parent is administrator, you can still make calls, just not text. Peace of mind for the parents or anyone sharing the road. I thought about your point before you even brought it up...if I were a parent, I would still buy it.
If they want to text as a passenger they just click a button, it sends a text message to their parent, if they ok it, it allows them to text. Very cool.
