It happens all the time. If these guys didn't register I would be more concerned. Why? Answer: If they do not register it would mean they do NOT plan on selling Which means they would not be concerned or motivated to make the price of the stock increase.
Because they have registered they are interested or at least entertained the thought of selling. Good- because they will do everything in their power to double or triple the price of this stock.
