Many times Intel's decisions are based on how much fab capacity they have available. It's much easier to walk away from a lowball price when you are tight on capacity at a particular node, and much easier to compete on price when you have a fab to fill or inventory gathering dust. That would be self evident to you or most here but not to those who are unfamiliar with the business.
