I can guess what they mean by filling in the TDP gap. They'll get the 10W ULV chips again. Everything lower will be occupied by Atom chips.

When Intel has said there will be big advantages on their P1270 process technology for low power SoC devices, I think the ULV chips apply here too. 40-50% frequency gain that a 22nm process offers might allow 32nm SV-chip level performance at ULV level power consumption.
