The military is neither smoke-free nor tobacco-free. We smoke
in designated areas.

But the subs might have a problem with that, could be the only
smoke-free branch (for obvious reasons).

It's another source of growth for SFIO, not a military contract. But it being published in this Military newspaper shows "contact" with SFIO. A potential contract could give exclusive rights to military vending machines or PX outlets. Yes to your question,"Can they use other forms of tobacco besides cigarettes?" I know many in different divisions of the Military who currently use different forms of tobacco including e-cigs (where allowed due to the glow light).
