He is right. 12 months is what was put out, dating from pr's dated last september/october which explained the divi and the restrictions in detail.

Maduce, both the November and March ENTI dividends are restricted for twelve months. There is no secret about this fact. These details were disclosed in the PRs. To verify, all you need to do is read the PRs which announced the dividends.
