If you had been reading up on the Russian oil industry in the past they have been collecting hefty premiums..that has now relaxed and unlike the US are inviting business in to drill and produce.
Here in the US this no drill policy is going to hurt us bad at the pumps.
Don't worry, if there is a buck in it for RP he will get it...a very smart man!
