It's the new FINRA rule #6460 where the MM's have to show traders the full size of any orders that are the high bid or low offer.

Prior to this, for example, if they had a buy order for 1 million shares, they could hide it from investors by showing only 1 order for 5,000 shares. Less trickery and more transparency is the point.

That's the simple explanation anyway.

We shall see what happens here when the rest of those shares are eaten up--we are very close now.

Yeah, I hope the new rule really DOES make a difference. That would be a nice surprise for the little guys.
