I can't find the section that states Scottrade has the authority to restrict buying on ANY stock so they can collude with NITE?

However, the end of page 3 section 22 it states Scottrade reserves the right to restrict OTC securities or any security at THEIR discretion. Doesn't anyone else think this is wrong?!
