What you just posted is exactly the zombie lie that perpetuates, that somehow the company has been promising to have [to buy is the implication here] a manufacturing facility, when it actually only needs, and has only announced, that plans are in place for manufacturing.

The company has in place plans and agreements for a cGMP facility when the time comes that the facility is needed.

Have you considered going to the facility, meeting with them?
How about going to lunch with them. You might be able to, easily, have your questions answered and settle any misunderstandings, get full clarification and report back to your friends here. Even better, attend a conference, get a full picture of the company, its drug candidates and the response from their peers. Probably the best solution.
