news regarding the Kansas deal would be enlightening; doesn't treaty need to make known the Kansas deal did not happen???

j45, nice catch. I totally missed that. I'll give treaty the benefit of the doubt and assume that they meant April. If so, it shows sloppy work and it seems like they'd have to fix it to be legal. Not exactly a good example of crossing the "T's" and doting the "I's".
