That kind of overhead is not warranted until it can be controlled, and until there is a definite timeline for revenues starting, the prudent action is to keep long term overhead to a minimum...
not worried about the fact, that there is still nothing going on. My guess is, that they are preparing all now, when the move comes after production starts and sales coming in.
