Obviously there is an issue with the NI report. They stated 9 months ago it was being worked on. Doesn't matter who competent or incompetent Billkin may be or the status of their website, there has to be another reason why its not completed at this time.

My guess is because of the flexibility the upcoming new regulations will provide that will allow it to be more meaningful

or.

It isn't needed a this time so therefore no since in spending the money for it.
