Easier yes but some time will be required to apply and wait. I hope they concentrate their initial efforts on New York state - there are million of tons being generated there and Niagara Falls will only be able to accommodate so much.
Another thing to remember is that many of these recycling facilities already have solid waste and air permits and permitting may not be required.

I thought that it was posted in the past that NY was very difficult, if not the most difficult state, to get the air permit.That was supposedly the reason for trying to get the permit in NY state first, then it would be much easier to get the permits in other states.

New York State is more difficult than other states, Canada is even more difficult it seems. Niagara Falls, NY is really just a bridge away from Niagara Falls, Ontario. Driving from the recycling facility and blending site in Thorold, ON to the P2O factory in Niagara Falls, takes about 20 minutes.
