Interesting perspective,but what if you want to take profit on the run-up you expect in ptel ?---you cant sell for 6 months !!or what if you want to cut your loss if it slides ?---you cant sell.My guess (and only that) someone is looking into how proper it is to transfer out of enti the only thing of value into something restricted for 6 months .ONLY AN OPINION and speculation.
