so as not to have his burial grave made into a shrine and ???

quickly to abide by islamic law within 24 hours(this way the US govt won't uset his followers off more than they had to-the job is done)

OBL was buried at sea for two reasons: 1.no country would want him buried on their soil 2. He needed to be buried within 24 hours. Oh and also the Navy seals knew where there were some highly shark infested waters and wanted to give them back one of their own (lol)
