It is not a stretch then to imagine that WW tax rates on Exxon could higher , although by how much we don't know, than in the US.
It may not be so unfair to equalize them.
I am willing to bet you 100$ that WW rates (especially in Europe are higher than US). Third world countries are different because govts there can be bought (or in other words persuaded ) to be quite friendly to rich , powerful oil companies. I would guess that tax rates in Nigeria for example, for foreign oil companies are close to zero. It does not mean they don't pay; what they pay however are not what you and I would recognize as taxes.
