I am vetting this company as a shareholder.

In and of itself, the OS number is not the topic here, and never has been a question from me yet.

Shareholders should be able to contact this company's authorized agent and be told the total number of shares ISSUED, for any given date in this stocks history. Today going all the way back.

I fail to see why common shareholders would have a problem with being provided with that figure? Which is the number of Issued shares.
