That's not at all clear. Starr has held shares long enough to resell under rule 144. Because of the resignation of Dorothy Dong, Starr is probably no longer an "affiliate" of the company because it has no power to control the company. However, since the company is not current in its SEC filings, Starr will likely have to wait until 3 months have passed since the resignation of Dorothy Dong. So Starr will be able to sell without registration starting on June 16.
