For me it's a sure thing that they own the project since they PRed it. If they wouldn't own it, they can be held legally responsible for telling lies to their investors.
Whether the project has that value remains to be seen since I can't estimate it (I don't know enough details about it) and they haven't provided such info (at least not to my knowledge). Only if and when the sale goes through, we'll know for sure it has that value.
And imo, the price won't go up until they can announce the definitive sale since nobody trusts them due to the difference in pps and dividend.
