Actually the words can be used interchangeably in this sense, but thank you.

There will be growing pains and adjustments to be made on the ground I never argued that, and I don't know why you think that. I merely said I don't see a reason to have just one boat in the water if you can have all three testing different areas at the same time.

Outside of training workers there should be nothing stopping all three boats participating in the test phase.

Don't forget that Allied has had a presence on this property for years now, and SNEY Ops personnel were on the ground far before the dredges.
