That may be the way it looks however that report was for year ending 2010. The fiscal year of the U.S. runs from October to Septement thus the new budget and that budget was held up and in fact wasn't released until recently. Any money from contracts created last year won't be seen until this year so hopefully first qtr 2011 will be strong.
