It does matter, as a matter of fact. Fact is, retail customers can buy. Any inference than "non one" could buy is simply incorrect.

The market makers, NITE, ETMM, and HDSN have been making a market around the DTCC system. They have been filling orders for the Vanguard's and others through Ex-clearing. I know, one or the other has filled my small buys while the chill has been in place.
