The AS reduction means NO DILUTION in the Future. If the OS is 189mil and the AS is reduced from 1 bill to 250mill the most dilution that could take place is 61 mil shares. Most penny's burn thru that in a day or two. But if you were in the business of dilution you would not decrease your AS you would increase it and quietly. An AS of 1 billion is a ominous number because most penny stocks do nothing but dump share after share on the shareholder killing the pps. 250 is like a breath of fresh air. New investors will breath easier knowing they are buying a company that doesn't print shares to pay bills.
