No. Any individual can decide for themselves if they want to accept the use of hydrocarbon based motor fuels. One could certainly walk if they chose to. More difficult would be the hydrocarbonless food and shelter. It is certainly possible. Only thing Congress can do is limit our choices. They could take our choice to use hydrocarbons away from us by the threat of force.
