what is surprising is that these are for profit entities so you would think they would see the big picture (i.e. huge financial benefit of reducing NICU stay with proper regulation up front in fertility treatments). but it seems they operate segmentally - that is the fertility side just wants to reduce cost of fertility therapy and the pediatric side wants to squeeze hospital NICU reimbursement without seeing the big picture of reducing overal NICU admissions by favoring centers that practice better medicine and deliver safer pregnancies even if it costs some modest premium given the higher cost structure of maintaining top IVF labs
anyway that is my diatribe on the subject - if anything i woudl think this would be symptomatic of a governmental non-profit entity that can;t see beyond their nose, but even private insurers are shooting themselves in the foot and unwilling to listen to an easy fix
