At the time the OS was smaller,
The number of common shares outstanding as of September 7, 2001 was 533,698,199
"...Subsequent to February 15, 2001, Chrome transferred to its financial advisors an aggregate of 116,629,564 shares of the Common Stock acquired in this transaction...."
That works out to about 21.8% of the OS.
At a minimum a Form 3 or 4 should have been issued, but its all old news now, except that no one knows who holds those shares now and if they can be dumped into the market at the direction of a single holder.
