that is a guarrantee. I do not know what is currently being done by these agencies; I can only speculate.
The SEC will not divulge what it is doing. The SEC usually files a civil complaint seeking fines, disgorgement of ill-gotten gains and other relief.
The FBI is the enforcemnt arm for fraud and other crimes. Enforcement actions are, sometimes, referred to the FBI for investigation; it can further be referred to the US Attorney for prosecution.
