I think SGE's post is on target - the terms of the instruments themselves can create variances in these general definitions but for the most part this post defines the progression and binding/non-binding nature of these documents.

I must have missed what this was about in the first place. What was it?

BTW - Where did this line of questions/discussion come from? Someone just curious with a totally OT question, or did I miss something (e.g., past PTSC efforts on RADAR/SONAR using plasma antenna technology)? Keep in mind that My input pertained primarily to Gov't efforts. In non-Gov't area, we used MOU/MOA as vehicles for NDAs for cooperative efforts (their component and our component have to work together, so proprietary info must necessarily be shared - though no funds are changing hands). In most instances even in the commercial world, a formal contract is much preferred over an MOU/MOA for the same reasons as the Gov't - so all appropriate terms and conditions, etc., are included. Sure, you could add all that to your MOU/MOA, but at that point you wind up with a formal contract.
