What would happen to apex share if Exxon was "removed"

The Bill would be great, really limits all the restrictions from the EPA. Would it take priority over the clean air act that the EPA is using to restrict at the moment.

Yukon is committed to responsible development of Beaufort Sea oil and gas resources
and has stated its overarching goal of positioning Yukon to maximize the potential
benefits from offshore oil and gas exploration and development, while ensuring safety
and environmental and socio-cultural integrity in the region. Yukon’s participation and
input into the NEB’s Arctic offshore drilling review is consistent with this goal.

Yukon also participates on several
Beaufort Sea initiatives, such as the development and implementation of the Integrated
Oceans Management Plan for the Beaufort Sea (IOMP) and the Beaufort Regional
Environmental Assessment (BREA). With regard to the Accord, Yukon continues to
notify Canada of its unfulfilled commitment to negotiate on a shared offshore
management regime and revenue sharing arrangement in the Beaufort Sea with Yukon.
