When the numbers are not what you want to see, change the way you arrive at them. The rate of changes to the methodology of how the government arrives at their various numbers has been unprecedented in the past year or so, and it seems all of the changes are to make the numbers look better.
They have "seasonally adjusted" some of the numbers into nothing more than fairy tales.
