Given the economic situation in the U.S. it's probably not practical for the wind farms do just dump a ton of money into upgrading their equipment. Even in good economy it wouldn't be a wise move because the gains probably do not merit immediate investment. If the gains were that good the new models would be flying like hot cakes. They will likely be phased in as the old wind mills reach their end of life.
