You need cash to buy back shares. With the reported profits, there won't be much cash to buy shares. Their only current cash producer would be share sells, and that wouldn't make much sense.

Can someone explain how a 'buyback' works? Also, how does it typically affect the pps for those of us who are current shareholders?

I looked it up on Investopedia but was hoping for a better, more real life explanation.
