Yes that is speculation. Scottrade will not allow trading until the DTC lock is lifted. The DTC instituted the lock due to the SEC filing dated 2/1/11. This will not be lifted anytime soon. In fact, these locks usually stay in effect for years having examined a lot of these in the past two days.
