I think he is talking about this from 2007 Pre14C

The Company's Majority Shareholders are the beneficial owners of approximately 51.035% of the issued and outstanding shares of the Company's $.001 par value common voting stock (the "Common Stock"). The Majority Shareholders have voted for the Company to enter into that certain Share Exchange Agreement dated April 17, 2007 and to increase the authorized shares of the Common Stock of the Company to twenty billion (20,000,000,000) shares.
