Neither, just the lowest level of certification that I might expect sufficient financial acumen to be cognizant of the validity of these types of sophisticated analyses vis a' vis GOSY....
I suspect several other levels of certification such as CFA, MBA, etc. would also be able to perform and interpret $FRICTO types of analyses. Most CPA's probably can't do this since they are tax law centric and not necessarily true micro-economic performance analysts.
