I think they have the money, and would just rather drag their feet, in hopes of being able to spend someone else's money.
If they (ACTC) goes ahead and pays for the trial with their money,
how would it work for the FFB to give them money?
Apparently the FFB can't give them money for just anything, or they could've given them money already... they obviously want to, but are prevented from it.
