Didn't follow it real closely, but I believe NASDAQ permitted them to halt when they couldn't file their 10-K on time due to the need to restate their previously financials due to a whole host of accounting errors not in compliance with GAAP. The significant part, though, is NEP had a series of press releases and filing about the issues. They didn't go dark. Whether that was their choice or NASDAQ forced them to provide some disclosure is a good question. Perhaps an NEP investor could provide more color. The important thing to remember is that NASDAQ is the gatekeeper for as halt, not the Company, and NASDAQ will frown on a lengthy trading halt with no explanation since it is bad for the integrity of the exchange.
