Thanks SBB, I like you look for , and in fact want to know, all the facts about any Penny Stock I might be interested in buying into, with so many Scams out their, we all should want to know the Pro & Con's of any stock, so thanks for that DD you found out about ICOA's past , BUT!! lets hope George has Learned from it and will Never repeat it ever again. !!!!
I also found past info on ICOA, but IMO, something GOOD could come out of past something bad problems & mistakes. IMO

also, I, after doing hours of personal DD I could find about ICOA, Good & yes bad, I already put my money where my mouth is, by buying into ICOA, we can only hope, this time around ICOA will fully succeed. IMO

and at only .0004, not much dowside risk, compared to, so much upside share price potential from here, IF ??, this time around, ICOA can do everything Right of course. $$$$ IMO
