same happened with us with a couple of brokers till we put 5 yrs min experience level on ap.

try options express but put more years experience. I am approved for level 2 at zecco. I put 8 yars option experience.

I believe Scottrade allows level 2 options trading for $2000 min bal. but don't quote me on that.
