That's so annoying that we lose some measure of tracking ability once ships hit the port. Takes alot of the fun out of it.

satellite navigation beacons are not a ship to shore power item. When a ship docks it is plugged into the ship to shore power grid and many of its systems are not needed and therefore will not work until internal generators are turned back on.
