what i understand is that the cap at 8 Gigawatt is not a final rule & is still in discussion in italian parliament because this cap is due that the 202O ta is yet reached in 2012.

In french we have a similar problem the goverment want to stop the fiscal aid for photovoltaique due to the success of deployment. but if the government stop this grant that will generate a lot of unemployment & a slowdown or stop of reseach & development in solar energy.
