I think saying the stores would be tere by the end of the first quarter was a pr blunder considering that the pr came out at the end of the 1st quarter. Perhaps they meant by the end of the second quarter.

1st Quarter: October 1, 2010 - December 31, 2010; 2nd Quarter: January 1, 2011 - March 31, 2011; 3rd Quarter: April 1, 2011 - June 30, 2011; 4th Quarter

The recently appointed retired FBI agent in Los Angeles will run the store there. Wouldn'tcha think?
