This is what FINRA needs to know:

"BUYINS.NET, www.buyins.net, a leading provider of Regulation SHO compliance monitoring, short sale trading statistics and market integrity surveillance, has updated coverage on O2 Secure Wireless (Pink Sheets:OTOW) after releasing the latest short sale data through February 7, 2011. The total aggregate number of shares shorted since August 2009 is approximately 533 million shares. 33.26% of daily volume is short selling."


The amount of shares shorted is more likely around 600,000,000 shares considering today's volume.

Also they need to know that the Market Makers AUTO and DOMS have been the primary MM's selling phantom shares of OTOW for over the past 4 months.
