Yes, that's true. But as my correspondence with the BLM shows, they never really got a permit...and caved under the pressure of 8000 public comments. Perhaps, had they pursued the problem, they would have prevailed. Or not. As Imcat and others have shown, the enviro roadblocks will be huge, if not insurmountable.
