Here's my guess. The seller(s) are sending a message to buyers/shareholders, "If you don't buy, we'll keep the ask sitting right above the bid and drive the price down".
Once there were some sizable buys at the ask, the sellers moved up to almost a 20% spread again.
I think there may be a bit of "chicken" going on here.
Of course, it's just possible that someone wanted to dump a bunch of shares.
More than half the trading volume today was in large trades at $.004/$.0041, so I'd say the action was generated by disappointment that yesterday's late rally didn't sustain.
"Hopes" will be indicated by large volumes at the ask and the price, bud and ask all moving up.
